 It doesn't sound like he's interested, so I'd stop trying to reach him. He knows where you are, he has your contact information, he knows you have tried to reach him. The fact that he's not getting back to you is a sign that he's either not interested or he is involved with someone else already and isn't technically single.
Pay attention to his actions, not his words, if they don't jibe with each other. His actions are screaming "not interested!" no matter what he might say.
