 He might be a bit of a player who gets bored easily, it is really hard to tell, or else he may have been genuine about his reason for not texting back. I know he has told you that he likes you, but I think the best thing for you to do now is not to contact him no matter what. Allow him to be the first one to contact you, if he doesn't well then it shows he is not interested any more and I guess you will just need to accept that.
