I feel that your question requires a more detailed response that yes you are still a virgin.
I did a search and was not happy with a lot of the websites and answers.
this one I liked:
http://www.plannedparenthood.org/info-for-teens/sex-masturbation/what-virginity-33827.htm
typically for heterosexual people a woman is a virgin till she has any part of a penis inserted into her vagina and a male is a virgin till he puts any part of his penis in a woman's vagina.
Of course there are what I call "technical virgins" and those are young ladies (usually) who do ANY and EVERYTHING BUT straight intercourse. this means they engage in oral sex, anal sex and anything else that does not involve putting a penis in a vagina. I don't agree that a young lady who has not had a penis in her vagina but has had one in her anus is a virgin. She may be a "technical virgin" but she's not an emotional one.
There are places (and men) that think that if you do not have an intact hymen you are not a virgin but this is inaccurate.
Is your age accurate or did you pick an older age so you could ask this question?

You are still a Virgin an you have not had penetrative Sexual intercourse, and therefor a virgin. In terms of religious virginity if you did not bleed during your foreplay, then your hymen, which is a membranous fold of tissue that partly or completely occludes the vaginal wall, would still be in tact and medically and religiously you would be classed as a virgin. Without sounding like an old fudddy duddy, why not take things a bit slower and build up to this when you have found the right man.

Yes, as long as you have not had a penis inside you, you are a virgin. If you are scared of losing your virginity, you should not do sexual things.
