Another option: Tell him he's welcome to stay in there as long as he wants AFTER he's done his work... win-win, isn't it?

Either he doesn't know what he's supposed to be doing, is nervous, or is lazy. Whatever the reason, it's pretty clear that he needs to change his method. I think you two need to spend time experimenting.
