you can reach orgasm without ejaculating for one reason only, you havent developed fully yet, do not worry about this yet, there is still time, if by the time you are 15-16 and still you dont ejaculate, then just go and see your GP, but you have nothing to worry about

 Hey bud, well first off, maybe you havent hit puberty yet? If you haven't, then there wont be any sperm. But if you have, it could be just what dixiegirl said, it just hasnt developed yet. Don't worry though, it will work eventually.
