I don't think you can make him regret it as such. I would just forget him and move on sweetie. He's a coward for dumping you that way rather then coming and talking to you. Show him you aren't torn up by what he did and you are loving life. That'll probably get to him.
Buying loads of clothes may get the effect of him regreting dumping you but then it may not. I wouldn't worry about it. Just live your life and if he sees you having fun it may get to him because you aren't all torn up over him!

Don't waste your time thinking about someone with such bad manners and an immature attitude.
Rise above it and consider yourself lucky that you are not with someone who doesn't have any courtsey or manners.
In my view karma will always catch up with these people so let the universe sort him out.
