writes:I think this girl likes me since she always hangs out with me around the house (she lives next door) and when we're with friends she always talks alone to me and smiles a lot (and flirts a little) but when I asked her is she wants to come to the beach she hardly said yes, we ended up going but she was completely different, she only smiled a little in the beginning and then she just sat there covered in her towel until we went home and even then she walked about 2 meters from me and we didn't talk at all until we got home. She was smiling again tomorrow but when I asked her if she wants to go out on a walk she said no but she was smiling like trying not to hurt my feelings. So how do I know if she likes me because I really like her and want to ask her out but I don't want to scare her?

 It sounds like she's unsure of what she wants. You guys are neighbors, so she's possibly afraid to make things awkward or ruin the friendship.
I would suggest you either just keep things at a friendship level and look for other girls, or, you ask her straight out what she's feeling.
