He has used his friends phone to text me before when he has no credit on his phone. I also got a text from his friend, who's phone it was, asking me to ring my ex, and he said my ex was reminiscing. I only got their texts a few hours later though. I asked his friend if my ex was still there, as I was going to call him, but he had just left. His friend told me that he fancies me more than my ex does. His friend has only met me briefly a few times though, and I haven't seen him for quite a while. I told him that I will call my ex soon. Do you think my ex still likes me ?.

Only one way to find out OP and that's to talk to him while sober, have a chat on the phone or meet up for lunch.
I know a few people who get loved up while drunk and end up texting their long term ex.
Best to ask him, he's put this out there so your free to enquire about it.

Is it possible that he had more courage to send that text because he was drunk ?. My ex contacts me every few weeks to ask how I am, and sometimes he has asked me to go for a drink with him. The last time he asked me to go though, I couldn't make it.

OP if your ex still liked you he'd do more than just text you while drunk. He'd do more than be a cheap son of a bitch and get you to call him.
I'd do nothing. Don't call him or anything, he's probably embarrassed he got all loved up while drunk and regrets messaging you.
Let it go OP, surely you've sent some dreaded loved up texts while drunk, just assume that's all it was and don't let it mess with your head.
If he still liked you he'd do a hell of a lot more than one text.
