No matter what age you are make sure your first time is with a much older experienced man. He will know how to get you ready for your first sex.

louxxlouxx is totally right, at 13 your body is not fully developed and puberty has only just kicked in (have you even started your periods yet?). So during puberty your hips widen, your boobs grow....all those sorts of changes that take you from a child to a woman. And you wont really finish developing until you are about 16-18. So yes sex will hurt a bit more when you are young because your body is still that of a child rather than that of a woman hence it is not designed to be having sex at such a young age.
Cervical cancer is another major issue you need to be concerned about - basically cervical cancer is caused by a virus called HPV and this is transmitted sexually and through a variety of other methods. The younger you start having sex, the more likely you are to get cervical cancer.
I lost my virginity to a boyfriend I had been with for 6 months, we were very much in love and I can honestly say my first time was perfect. Yes it did hurt (I was 16) but it didnt hurt too badly because I was relaxed and felt comfortable with my boyfriend. If you are scared and nervous then yes it will hurt way more than if you have sex with someone you love.
Your virginity is something you can never get back so make sure you only lose it when you are 100% sure it is the right time with the right guy. Then you wont have to worry about any pain or anything like that.
I hope this helps and good luck!

It hurts in general. It does not matter how old. Why don't you wait though then you'll be sure you know it's with the right guy.
