Nads makes a product specifically for arms. I believe its a sugar wax.

reader, anonymous, writes (1 March 2010): I really wouldnt recommend using nair or any kind of product like that for your arms. It is irritating and may cause a rash.
I would recommend you to use an at home sugaring or honey based wax with muslin strips, because when done properly you can be hair free for around 3 weeks.
Also, waxing removes hair from below the surface of the skin at the root, and nair only removes hair from above the surface thus resulting in quicker regrowth.

Do you mean wax, or depilatory cream? I haven't tried either on my arms. I'd say the regrowth would be just as you'd get it on your legs. And no it won't come back thicker or darker...whether you shave, wax or depilate.
How dark is your hair? How dark is your skin? If you've got light sking and your hair's not too dark, have you thought about bleaching the hair? That makes the hair blend in more with your skin and it appears it's not there...and it last a very long time.
