my boyfriend plays with my hair and i love it as most girls do its the little things like this what make girls feel special honestly if you like this girl then playing with her hair and showing her affection will get you where you want to be.
more things that girls like is stuff like stroking their faces and being random like just being sat their and kissing their head or stroke their leg or just a cuddle.

 I think it is pretty safe to say that yes, girls like it when you play with their hair...as long as you aren't messing it up! If they don't like it, their body language will tell you that. If they pull away is a pretty good indicator that they don't like it, or if they grab your hand and hold it instead of allowing you to put it in their hair. You can always ask if they like it, that will most likely take out all uncertainty.
Other good flirting tips...hold her hand when you guys are driving, rub your finger on her hand while you are holding hands, if you are laying together on the couch, let her put her feet in your lap and rub them (make sure she likes her feet rubbed first tho), kiss her on the forehead, I know a lot of girls that like that.
