He asked you then he's the one who has to do the arranging, unless he asks for your input.
It's only the second date, so he's not expecting a Valentine's Day gift. If you didn't want to turn up empty handed, then I'd get him a small box of chocolates.
Your post is pretty vague, so no one is going to be able to tell you whether he definitely likes you or not. Provide more info, like what happened on your first date would be really helpful.
My guess is he must be interested if he asked you out on a second date, and he also didn't want to be alone on Valentine's Day.
