Nothing about what you describe is 'creepy' in itself. Relax.

But seriously, that description is not enough to say whether someone with those features is attractive or creepy. It depends on many things. It's like asking someone if they think a blue car looks good...it may in some instances and it may not in others.

There is no answer to this question. Everyone has differing taste in what they perceive as being attractive and your description is too short and not detailed enough for anyone to get a real feel of the person you are talking about.
