You need to go for it. Tell her simply, "Ok, this has gone on long enough. We should be going out, we both know it, so lets do it." Or something along those lines. Say it confidently, almost presumptively. You will know immediately if you were right or not.
If you're wrong, nothing really lost. If she's really your friend, she still will be (even though you really dont want that). If you do nothing, then you sit home wondering what if while the guys with sack get all the girls....
