Confused and reluctant to let go in California

I am a 31 year old single mother and I was dating my first love after him finding me after 13 years for 2 1/2 years. I recently listened to my woman's intution and looked through is cell phone. Of course I found evidence he was texting and speaking with your women. Being the woman I am I took it a little further and reviewed his cell phone bill...Found evidence there as well... The last event was about 4 weeks ago I went to his house after him not answering his phone and after me sitting outside of his house for 3 hours he came outside his home of course with a woman. We have continued communication since then and the states he still loves me and made a mistake, but states he can't build enough courage to see me face 2 face. This is very hard for me because my kids have formed a connection with him and he speaks as though he wants to make it work but is embarassed which he should.. Should I move on and let this be my third and final failed relationship?
