So, over the past few days, I've been gently pulling it back until it hurts and can now pull it back to behind the head of the penis. However, when i get an erection, it still doesnt fully retract. It does retract partially, but not fully. Is it just a case of carrying on the stretching or....?

I am not sure if I understand as Im not that familiar with foreskin issues. But I have heard several others complain about a tight foreskin that can hurt if pulled back, or simply wont pull back at all. The foreskin should be loose enough for you to pull it back with ease, and this is also the most common way for men to masturbate, by pulling the foreskin back and over again. It could be you are too young to have fully matured down there and that this will pass with time, but I honesty don't know. From what I have read, a tight foreskin is something you need to see your doctor about. In severe cases a circumcision could be the solution.
Stop pulling at yourself. Ask your father about this, or ask your doctor. What you can do is also call a clinic that deals with teenagers and sex, many times you can ask them questions over the phone without getting an examination. At least they will be able to tell you better what is going on and whether to be concerned or not.

A lot of people are in your situation, and what is considered "the norm" these days is from people looking at male porn stars. In most cases they are circumsized, or semi-circumed ( tidied up a bit). Your still young too, so you have a lot of growing to do aswell. You'll probably grow a few more inches ( down there) in the coming years so your problem will fix itself.
