My supervisor has a problem with needing to be liked so she directly says nothing to address the problem. These talkers are friends with the main director so that did not produce any results. Any ideas as this mindless chatter is driving me crazy and is counter productive in these tough times. I turn on my fan and use head phones but I can still hear all the details of their conversations and sometimes can't even hear the clients I am speaking to on the phone.

Just ask them to go and chat somewhere else as they are disrupting your work :)

Tell them firmly, to go and chat somewhere else! I often find being blunt and direct to my subordinates, peers and superiors has the desired effect.
And hopefully they will complain to your spineless boss, who will then have to find a backbone and do something about it, and you are firmly in the right here, so they don't really have a leg to stand on.
