I'm assuming you are going through an online dating site or a chat room? Either way the process is just the same. Quite a few of the people who go onto these websites are nervous and shy about meeting up because, after all, it probably is an entirely new situation for them.
What I would suggest is that you take it nice and slow. Just suggest to her about if she would like to meet up sometime. Say that you do realise she might be a bit shy about it, you are too, but you are really interested in meeting her in person.
Now, it is important at this point to allay any fears that she may have. Ensure that you suggest perhaps a public place for meeting up, such as a local cafe where there are loads of people. In addition, say that you don't mind if she brings a friend along who can be "on-call" if needs be. I would suggest you do the same. This will show her that you are taking her interests into account and are NOT one of these seedy men who latch onto dating websites. It will also make the initial encounter much more comfortable.
