Well it depends on how old you are for starters a younger person may not know what love is, and how long you've been with somebody. Because you could easily be confused about it. But 3 years is a long time and i think it is love. Nobody can tell her how she feels, only she can know how she feels.

I don't believe that love for a partner is any different, or that saying "I love you" has any age or time scale limitations. My 6 yr old daughter has recently announced that she is in love with a boy in her class and I treat this with the same understanding and respect as I would were she 36 and married. Your friends are very lucky to have these feelings towards each other and to have a friend like you.

I believe that yes you can be too young to be in love with someone as you cannot fully understand it at that age, even if your mature.But you say they've been dating 3 years which is pretty long, so its possible they could be in love.But i would give it a few more years before you could say it for certain.And tell her not too listen to others and if shes happy dont let anyone tell her otherwise.
