 Its like going through the movements of sex, without actually having sex. Like rubbing against each other. It can be done whilst wearing clothes, or not, but be careful if you have none on because if he comes, there is a slight chance you could get pregnant. Not a big one tho.

Basically:
No exchange of bodily fluids (hence the dry), no actual penetration, mostly just rubbing against each other through clothes.
Could also possibly mean penetration without any lubricant (natural or otherwise), but the first seems the more likely meaning.
