Why don't you let him put it all the way in ?
Must be incredibly frustrating for the guy - I can assure you you are not satisfying his sexual needs. If you want to keep him you have to start.
If you are on the pill why might you be pregnant ? Not impossible for precum or cum on the outside to find its way inside.
If you fear pregnancy that much why not insist on him using condoms as well as being on the pill ? Using both methods should pretty well guarantee no pregnancy.
