In the very beginning, there was his problematic ex-girlfriend that stopped us being officially together. His words were .."if circumstances were different, I'd really want to be in a relatioship with you..." That ex-girlfriend has moved on now, yet nothing has been said about where we each stand now. How can I get the topic to come up, and when I do, how can we discuss it?

Ask him outright, most guys would appreciate a strait and honest question / answer.

Hi,
He said this to whom? you or the ex?
"if circumstances were different, I'd really want to be in a relatioship with you..."
If it was to you, apparently he does not have plans with you in a near future while the ex is around. You could ask him direct and straight, guys prefer that instead of approaching slowly. But catch him in a good mood, while he's being caring to you maybe, and say something like you were playing but a bit curious... "how do you picture yourself in 5 years?" If he doesn't mention you, ask him where you stand there... I think that would give you an ideaa... But, I'm not a counselor or anything, just a troubled person...
Good luck!
