Came on too strong again with potential hook or friend (im not quite sure what he is)

So i met this guy i worked with like 2.5 yrs ago. We hooked up and then i kind of fell for him and he stopped talking to me. It was really awkward for a while. Then he was transferred to another location. During that time we stopped talking (mainly because he wanted to). Recently he asked his best friend (who currently works with me) about me and told him to give me his #. So i texted him and have been going back and forth for like a month now. But every time we make plans he bails on me. So i confronted him (over text because thats the only way i have been able to communicate with him) tonight. And he told me he isnt interested in being more than friends. However, we have had some very intimate and flirty text convos. And now i feel like i have pushed him away again. How do i stop doing this? How do i apologize and hope he doesnt think im some crazy chick just trying to hook up. I dont want to stop talking to him even if it is just as friends. I just feel like i have scared him away and he doesnt even want to talk to me now.

Look at the facts,he vanished last time cos you wanted more, you only communicate via text, often flirty and intimate texts, when you make plans to meet in person - he bails.He only wants a friend

Why waste time and texts on this man, unless you are prepared to have him as a 'fone friend' only - if your not, then delete and end it once and for all
