How do you define "best"? You'll probably need to resort to word-of-mouth in that particular area to learn who has a good reputation for least-hassles, most flattering fit, etc.
If you're using "best" to mean the highest brand-name reputation (as in, "Which is better? Rolls Royce or Lamborghini?") then you need to ask the people you're trying to impress.
If you're referring to least expensive, some of my wife's sisters and cousins have "shared" wedding dresses, having them fitted and tailored for each new bride. (When my daughter got married, she made the rounds of several upscale resale shops and thrift stores but didn't find anything in her size that appealed to her.)
