Men are always going to masturbate, no matter how much you get them off. It's something they have been doing since they first hit puberty, and they are not likely to give it up. That said, I advise you to suggest mutual masturbation (masturbate together), if you're that concerned about it. That way, he'll get to keep masturbating, but you'll be doing it together so you won't feel left out. I'm not a man, so I don't know how their minds work, but I'm guessing he will be at least somewhat less tempted to do it on his own once he sees how much fun the 2 of you can have with it.
