It's not just numbers on the scale I want to see though. I want muscle but not like a 6 pack or anything, just toned. Oh yea and I'm a vegetarian, if that matters. Also Ii don't eat eggs, milk, ice cream, or mayo but on occasions I have cheese pizza. Are my eating habbits the thing making me not able to lose weight?

For your height - your weight is just fine. All teenage girls think they are fat. Pizza now and then is fine. As long as you stay away from fast food and soda you should be okay. Also, you are still growing and will change a little more before 20. Actually our bodies go though changes naturally our whole life.
Try not to put so much emphasis on your body and the food. Just focus on maintaining a healthy lifestyle instead of body image fears.
