Ive known him for a long time but this has been the first time we've spoken so much! We're similar in so many ways. We've both been through horrible break ups and know how it feels to be played around with. I really like this guy. We talk all day now. About 2 days ago he said 'i kinda like you' and i didnt really give him any kinda response to that. Also his display pic on facebook has recently been changed to a picture of him with another girl. I know i have no right to be jealous but i just want advice on wheter or not you guys think this guys feelings are genuine and if i should tell him my feelings too

Well he has already made the first move by saying he likes you. Nobody can tell you on here how he feels and if he is genuine or not. But you need to make the next move now, so if you like him then you need to tell him. You have nothing to lose. OK so he has another girl in his profile pictures, but he is single and that is not a crime, she could be simply just a friend. If you let things like that start getting to you well then a trusting relationship will never work.
