Yes, it would be appropriate to send flowers - but keep it very simple. Trying to impress her with a lavish, expensive, floral spread will only appear insincere and will backfire on you. A very inexpensive bouquet, or just a few stems of carnation or iris, with a bit of floral greenery, would be appropriate. Or have a single carnation taped up into a corsage.
Don't expect much, if any, response. In fact, at your age, you may even overhear something like, "You know that geeky boy in my algebra class? Guess what - he sent me FLOWERS on my birthday! Can you believe that? As if I'd even be caught DEAD with him!". Don't let it bother you - girls your age tend to be like that. You're giving yourself some EXCELLENT training for the day when you meet somebody who truly appreciates the thoughtful person you are!

If she doesn't like you, then I think flowers might be a bit much. It might freak her out a bit. Why not just send her a card? I'm sure that she will appreciate that whether she likes you back or not.
If you do decide to send her something though, like flowers, then send them to her with no expectations. Make sure it is for her, and not because you are hoping for some kind of reaction from her. Otherwise, you might be disappointed if she doesn't react the way you are hoping. So just hold no expectations.
