id say just have it waxed every 2 weeks at a local salon. the prices range up to about £3.50 - £4.50.
it could cost more though depending on wher u go. it doesnt hurt much and as long as you go ever week or 2 weeks your upper lip will stay clean :)
also one of my mates done it for a year and now her upper lip doesnt grow back anymore so id suggest waxing.
you can get threading done aswell but i think that hurts more.

you should go to your local gp.
they could help you on this
but what ever you do, DO NOT shave it as this will make it worse, it will grow back black and thick and alot easier to see

p.s dont feel that you have to have it removed

Best bet would be to go to the doctors and talk to him/her about it.
They're usually pretty good with any kind of problem.
