 I don't think you are gay until you have fallen in love with a man. That's how you know for sure. Until then, and especially as you are so young, it could be a natural fascination and desire to explore. It is possible to be curious about the others body, without being homosexual.
You only know for sure what gender you are attracted to when you fall in love. Falling in love with one gender doesn't mean you can not ever fall in love with the other though. You might fall in love with a boy, but next it could be a girl. If that happens then you can call yourself bisexual.
I started to think I was bisexual when I felt sexual attraction to a girl I knew. I then later on started to develop crushes on girls as I did with boys. If you only have an interest in boys then it is possible you are homosexual, but again, you do not know for certain that you are attracted to boys until you fall in love with one.
