The problem is, I don't know how to say you know I love you. I'm never the one to make the first move or anything so I'm afraid if I say I love you it'll scare him away. So what do I do?

I would begin with small steps and say something like "I just LOVE the way you do X/the way you laugh/your sense of humour" and see how he reacts to that!

well as a guy I would actually like to be told that someone loves me but what you could try is saying to him do you love me?? and if he says yes then you know you are all right plus he cant be scared of if you simply ask him if he loves you.
