You just have to give her time and take it really slowly.
It sounds like she is not quite sure about her sexuality yet.
Start with just a shoulder rub and hugs, mix it in with girly stuff like facials so there is no pressure. Then introduce kissing with it and go for full back rubs and let your hands wander a bit.
