 He may be shy or doesn't quite know if you want to date him. Guy's minds are weird and we tend to need a pretty big hint before we make a move because we don't want to take the chance of being rejected by someone we really like. If you get tired of waiting then ask him out. Personally I think it is a turn on when the girl asks the guy out because it shows that they are confident in themselves.
