 Generally the term is used when applied to men, and it means for them to "spread their seed" i.e. "seed/oats" being their sperm. Basically it is just a saying for when people have multiple sexual partners before settling down, so they can "sow wild oats" (enjoy lots of sex with multiple partners) before they settle down into marriage or a long term relationship.
Some people would say that there are certain men who need to get this out of their system before they can have a serious relationship, otherwise they will lust after other women when they are in a relationship.
