 He won't and he cannot and he will not change. You are not his type or you are too young for him.
You can still be friends with him or you move on with your life .

 Aww reminds me of myself when I was your age. I had several crushes on guys who would not give me a second glance, and it hurt like hell.
The reason why he treats you like his sister, is because he sees you exactly as you as a sister and maybe does not want to take advantage of you. You don't mention his age is he older, if he is then that is perfectly understandable and prefers girls his own age.
Like you said he knows about you having a crush on him, if he does not take a step further then I would move on and wait a good few years before you date boys and concentrate on your studies. Take care Sweety. Dusky xxx.
