 He probably likes you but take care with him as he sounds quite confident and may know he is 'hot'. Find out more about him as a person, as the attraction to his looks alone may fade if you find out he is an exciting as watching paint dry. Why not try to make friends with him and find out more...

 It does sound like he is sending you out flirtatious signals to say he likes you. If you like him why don't you flirt back, next time he looks at you stare back at him and try to hold eye contact for a while the smile and look away. Get chatting to him and be friendly, build up a friendship, and when you think things are going well ask him if he fancies doing something one time, if he doesen't ask you first.
