Yes there is a good chance they still have some growing to do. The best indicator is to look at the size of your mother's breasts. Some of our breast size is genetic. When I was your age, my boobs were the exact same size. Then at 19 years of age, I was a 34B, then sometime later I was a 36B and then became a 36C. So just be patient, buy a push up bra, does wonders for your confidence and once you stop worrying about them, things tend to happen. I wish you the best.

First, small boobs are in these days. Take a look around and see all the stars that are getting boob reductions. As someone who was also a 34A in high school, I know how you feel. But trust me -- there are advantages to small boobs. They stay perky well into middle age, when all those bigger boobed women are sagging. You look thinner. It's easy to go bra-less, which is hot. Learn, right now, to love your body for what it is. It's what you've got, babe. It's (part of) who you are. And you are fabulous. Own that. This is true for all aspects of you.
Second, yeah, they'll probably still grow. You're going to fill out some. Even if you've completely finished putting on height (which you might not have -- could easily gain another 1/4 to 1/2 inch), your hormones are still early, and as you ease into your 20s, your hips will fill out, and so will the breasts. They may never be C-cups. They may barely be B-cups. But they'll be more mature.
Learn to love yourself. It should be the first task of all women. I really can't stress that enough. Love yourself.

reader, anonymous, writes (17 August 2009): As far as i've heard (i'm no expert on this subject), humans don't stop fully growing until the age of 21, or at least between 18-21!
