I think your wife may be pulling your chain; but if she does sunbathe nude in-front of your brother, I think it will be done in protest. I think it's her way of making sure they won't overstay their welcome. You won't appreciate your brother seeing your wife in her birthday suit; so you'll make sure they're out of your house in record time.

Now I get not liking tan lines or whatnot, but unless she is a swimsuit model or something like that (where people can SEE "ugly" tan lines) I don't see the necessity to sunbathe in the nude.
What is HER reasoning for not use a TINY bit of modesty around your brother and SIL? She can get rather small bikinis and still have a sense of modesty yet get an almost all-over tan.
She either wants your brother and/or SIL to see her naked OR she wants to make them hella uncomfortable around her.
Does she have the hots for your brother? Or SIL? Or hatred towards SIL? Is she an exhibitionist?
Or is this her protest over them moving in?
How long are they staying?
What's next cooking in the nude? Showering with your brother? "to save water"?
