i think it;s best if he gets it checked out by a doctor. i know many men are too scared or embarrassed to see a doctor about their bits, but there's nothing a doctor has not seen.

Numbness of the penis leads me to think about some type of nerve issue - maybe pressure on the nerves. Perhaps maybe some type of vascular disease or diabetes (not that your husband has any of these but it's worth mentioning).
Is this a new issue? If so, this leads me to think something is going that warrants a trip to the doctor - maybe a referral to a Urologist. Your husband needs to see one or the other to begin determining what is causing the numbness.
My experience:
I did notice that after prolonged sex with my girlfriend/wife/ex-wife (all the same person) that there would be diminished sensation in my penis, thus rendering it very difficult to orgasm while having sex. This only happened a few times that I can remember, but it's worth mentioning. Maybe the prolonged friction caused it or 'maybe' her vaginal secretions - I honestly don't know. But again, worth mentioning.
