 Why do women date men who go around staring at other women when their girlfriends/wives are with them? Here you got one woman who actually acknowledges that other men do exists but of her own free will, with nobody forcing her, she still dates a man who makes her feel really degraded.
And that is your answer. Because the people who do this never face any consequences for their actions. A law that is not enforced is without worth. You don't want him to leer, then set a consequence for it.

 We have no choice. We literally can't help it. All hetrosexual men with any kind of active sex drive look at pretty girls. Without that biological programming the human race likely wouldn't have survived to this point. The only distinction is between those that do it subtly and discretely and those who stare and leer.

 I don't feel degraded if my husband looks at a pretty woman. If he started to drool, whistle and chase after her, then yeah, I would feel degraded. I would also divorce him real quick.
I think it is natural that we ALL look (notice) the other sex. But it can be done with respect and various degrees of subtlety.
I like looking at people. Be they male or female. It doesn't mean I am sexually attracted or that I am thinking immoral thoughts - sometimes a look is just a look.

I’ve even caught myself looking, even at women and I am straight. But I know what you mean; it’s the non-discreet gawking I am uncomfortable with especially when the partner is with them. It makes me want to hit them over the head with a foam bat.
