Dude, seriously... I had to double checknyour age!
First of all do you know what it means to propose to someone?
Second, is this girl even your girlfriend? Her actions totally suggest that your proposal was a major turn off and she is not into you... you freaked her out!!
Or do you mean 'propose' as in asking her to be your girlfriend?
Either case, only ask such questions face to face, and by her reaction, you probably scared her to death!

A proposal of marriage is one of the most emotionally-packed and most wonderful events in a woman's life! She expects you to be romantic, and request her hand in a special way! In-person for one thing!
She blocked you in protest of the manner in which you so thoughtlessly asked her to marry you! She unblocked you to let you know, I still care for you; but don't be so dumb!
Take a hint! Get the ring, take her out for a lovely dinner, get down on one knee, look deep into her eyes, and ask her.
She can't block that! Keep messing around and the answer will be no!

Stop proposing over an app or phone. If you are SERIOUS about offering marriage, be classy and do it in person. And follow the etiquettes of your culture.
I don't know what customs you normally have in your country but proposing over WhatsApp or in a call is hardly classy or sincere.
Have you met her in person? Her parents? Are your parents liking the idea of you two getting married?
Why did she block you? Because she didn't WANT to be proposed to in this fashion. Why then unblock you? Who knows? Maybe she hopes you got the hint?
Offering marriage should be taken seriously. Not used as a way to get into a girl's panties.
