I think that depends on the guy. I think most times any guy would be flattered that you call him. But there are those who are old fashioned and like to call girls first (I don't think there are very many of them like this, though).
If you're thinking you want to call up a guy, then I would honestly just do it. What's the worst that could happen? "Oh, hi! Great to hear from you!" or "I'll call you back" or "Oh, I have to wash my hair right now." Either way, at least you'll know where you stand. And if it's something that you really didn't want to hear - some kind of rejection - then it's better that you know now instead of waiting around for someone who wasn't interested to begin with, right? It's not the end of the world, it just means that you should find someone who doesn't mind the girl calling first (I think this sort of guy is better anyway. Sort of says to me that he'll treat you as an equal...)

 There's really no set time limits as to when you can call a guy. If he's someone you've met recently then bite the bullet and call him! I would suggest early evening after he arrives home from work. Good luck!x
