When another guy wants me than he'll show he likes me

There is this guy that i knew since high school and when i went away to college which is only one state away was when he started telling me he really likes me.But he never calls though he text like every single day from day to night.He wrote me a poem describing his feelings for me on email which he didn't want to send by regular mail and I don't see it in his actions from day to day, its more like when another guy wants me than he'll show he likes me. What is his real intentions here ? is he not sure that he likes me ?
