What do we call when relationships turn into best friends? Why are we still contacting each other as best friends? Will he come back to me as a boyfriend?

You both have agreed to each other that you will never have a boyfriend or girlfriend again, which to me seems quite odd as am sure as you are growing older one day you will want to settle down with someone.
The question here is do you want to be with him? If so why did you both break up? I don't think friendship works between ex's as it is hard to just turn off feelings and it usually means one or both of you wanting more than just friendship and then somebody gets hurt.
You need to figure out why you both broke up and see if the issues can be resolved. If they can well then maybe you can both work through it, if not then I really think being friends is a bad idea, as you won't give yourself a chance to move on and find happiness with someone else.
