 When I was a teenager, first base was kissing, second base was anything above the waist, third base was anything except intercourse below the waist and home was intercourse. I believe that's all changed now.

 In my opinion, first base is kissing and petting (which may include some breast massage). And may include the female rubbing a guy's genital area without direct exposure.
Second base may be the male massaging or feeling the girl's exposed genital area, which may include fingering her vagina. The activity can also include direct massage of the guy's exposed genitals. These activities may or may not result in a sexual orgasm by either participant.
Third base, in my opinion, might be considered oral sex, such as a blow job or cunnilingus, which probably results in a sexual orgasm for one or both.
The home run, of course, is perhaps all the above followed by full penile/vaginal intercourse, which hopefully results in sexual orgasm for both partners. The progression and successful results of these activities may be accomplished in a variety of order.

 These days, the three bases are usually refered to as:
1st: Kissing
2nd: Fondling (touching breasts, butt, etc)
3rd: Oral sex
Home: Full sex (vaginal or anal)
But more traditionally, oral sex was still considered Home, so there's some flexibility as to exactly where your morals put each step.
