well the best way to do this is to be sweet bland and simple to him. Say well I like you and you like me and I think we should go do something as a couple. And age is only a number I am 13 also and have dated a 15 and 17 year old but granted i am very mature. Are you mature or do you act like him? Is he immature? It doesn't matter as long as you guys are intellectually equal. And your sister can't do anything about who you date. If she has a problem with it sit down and tell her how much you care for him and if she is still mad she will most likely get over it. Just be tactful and mature when you talk to her or she will get spiteful naturally.
