Great question by the way. You present as aged 14 (underage) and currently living in the USA. Glad your aware of the dangers about being carried away by doing sexual things, and yes this is really a big problem for teenage boys and girls.
I have one rule, that I made when I was your age. THE CLOTHES STAY ON. If you keep on your clothes, then nobody gets pregnant, there is no danger of having under age sex, but you can still have fun together. Kissing may seem boring, but there are a 100 types of kisses which can get you both hot and turned on. You can still touch and rub places, but since the clothes stay on, then you both stay safe. Necks are good for kissing, many people older than you neglect this important area. So work around that if you can. Keep your clothes on at all times when you are together, it's frustrating, but it's fun to play around like this, and it will definitely keep you from getting yourself or your girlfriend into trouble. It may be hard to believe, but we adults also play these type of games all the time, it's fun, and it's safe. We don't always do the sex thing because the dangers of sexual disease is there for us too... Take care, keep safe and be good.
