Too nervous to talk to my girlfriend about where our relationships is going! What can I do?

Ok, I am 16 and I'm Bi and going out with this girl, to not give away her real name I'll refer to her as 'Gabriel'. Anyway we've been going out 8 months, almost 9 and this is the first relationship I have been in. We have only kissed once and we don't really say I love you in person which I don't think is too much of a big deal. I get really nervous and get 'butterflies' when I think of talking to her about where the relationship is going or if we're ready for the 'next step'! She is just as insecure as me and doesn't bring it up. Is this normal? or do I even have to worry about things like this for a first relationship and the fact that I'm only 16?
