He might have be nervous or be worried about how he looks or worried that he may not have the tools to please you. Just try going for it one night. Just start moving your hands that direction and do what comes natural. If he pulls away then you have a reason to confront him, nicely, about it. That should get the ball rolling.

Tell him no don't stop i like that or something to that effect. guys don't have minds like girls do. guys need direction especially in there sex life. mostly because they don't want to screw up and loose you. just teach him what makes you tick.

maybe he's nervous. We guys all love to make our move, but sometimes we're too nervous to do so. I think he is, maybe you should go ahead with the first move. He's a guy, of couse he wants sex (sorry if it looks cliche, but it's true). Maybe he has never done it before ?
