Anyway, I had to get home early because my gran fell and so at the end he just gave me a hug. I apoligised for the short coffee by text and he replied, we talked for a bit too. This was 3 weeks ago and now we don't speak. Should I strike up a conversation or will I look like a desperate twat or shall I just give up and go on with my life?

 3 weeks is long enough. He might think your grandma's fall was worse than it was and you are busy with her and he doesn't want to bother you too much.
I'd send him a casual text and see what happens.
